BJA CWO Update

Brief Background

BLOG; SBE March 2023

After an independent review of an individual BJA safeguarding case and a broader review of BJA Safeguarding, policy & practises.
The LimeCulture report made 29 recommendations, December 2019.

One of these reccomendations was for all BJA clubs to have a CWO (Club Welfare Officer) in place within 3 years.

Recommendation 16 [Medium Priority status completed May 2020]

The appointment of a CWO should be included in the minimum criteria for affiliation.

Feedback by BJA Safeguarding, 17th March 2023

BJA SafeLandings:

Due to the nature of this role all Club Welfare Officers will need to complete an Enhanced DBS/in Scotland, an Enhanced PVG check before the BJA Child Protection Working Party confirms their appointment.

Training Requirements:

  • Sportscoachuk Safeguarding and Protecting Children

  • NSPCC A Time to Listen

A CWO will need to complete the following:

  • Safeguarding and Protection of Child (SPC) course

  • Time to Listen (TTL) course

  • Completed a CWO registration application

  • Disclosure and Barring service (DBS) check [enhanced]

  • Read the Access to Data agreement

Best Practise 1

It is recommended as good practice that the Club Welfare Officer must not be a coach at the club nor related to or having a relationship with a Coach at the club for which they will serve as CWO.

BJA Note 17 March 2023:
We will however, look at each proposed CWO on a case by case basis and may make exceptions when appropriate.”

Best Practise 2

BJA Note 17 March 2023:
The BJA do not practise any control over BJA club websites.
So there are no BJA club obligations but it would be considered good practise for clubs to have the following on their website:
  • A link to SafeLandings
  • Contact details for their CWO
  • A summary about how to proceed with a complaint or concern

Digital & Online

Currently these applications are NOT in place by BJA safeguarding, 17 March 2023:
    • Cross-referencing the BJA affiliation online renewal with the BJA membership data-base.
Not having your CWO’s BJA membership number should not stop you from completing the online affiliation process & payment.

    • A public list of Club CWOs.
      BJA: Work in progress

    • A public BJA coach registry.
BJA: Work in progress since early 2021
